I would say 2016 had been my worst year since 1982, at one point I thought I was part of a sketch for a real life adaptation of Animal farm, not helped by the pink hi-vis stood in front of me, the sound of a clapper board would have been a needed distraction to what was actually going on. In the UK line managers have to protect the Spreadsheet, their bonus relies on it. Trying to get to them has gotten people arrested, these people will blacklist you across the country in one email.

They have nothing to lose, if the most significant penalty they face is simply having to pay the money that they owe their workers in the first place.

Now, if there were significant fines, based on the size of the business, how much money it owes its workers, and whether it’s a first offense or repeated, that would even pay a considerable portion of the costs of enforcement.
